Federal judge Sara Hill in Oklahoma ruled that a Tulsa County sheriff's deputy violated the Fourth Amendment. The deputy followed a car because it had California plates and searched Flock's nationwide license-plate database without a warrant, finding more than 50 sightings of the vehicle, then stopped and searched it. Hill threw out the evidence and described the plate readers as a form of indiscriminate mass surveillance.
